If you employ people in Sri Lanka, contributing to the Employees' Provident Fund (EPF) and Employees' Trust Fund (ETF) isn't optional — it's a legal obligation. Getting the rates, timing or calculation base wrong creates liabilities that compound over time. Here's what you need to know.
The rates

So for every employee, 23% of their gross earnings goes into these funds each month. The employee's 8% is deducted from salary; the remaining 15% (12% EPF + 3% ETF) is paid by you on top of their salary.
What counts as "earnings"?
Contributions are calculated on total earnings — typically basic salary plus budgetary relief allowances and fixed monthly allowances. Purely variable or reimbursement-type payments may be excluded. When in doubt, define it clearly in the employment contract and be consistent.
Deadlines matter
Contributions must be remitted by the end of the month following the salary month. Late payments attract surcharges that escalate the longer they're outstanding — this is one of the most common and most avoidable costs.
